On April 10, 2026, a Department of War (DoW) organization gathered with Inspired Solutions and GitLab for a full day on GitLab Ultimate. Inspired hosted. GitLab led the technical content. Thirty-five software professionals took part, twenty in person and fifteen virtually. The room was clear on one thing: the move from GitLab Premium to GitLab Ultimate is not a license upgrade. It is a security, compliance, and delivery-speed decision that the customer is ready to make.

Why This Event Mattered Now

DoW software teams are under real pressure. Executive Order 14028, the NIST Secure Software Development Framework (SSDF), CMMC, and federal software supply chain requirements have changed what "done" means. The agenda moved from practical to deep:


  1. GitLab Ultimate "Day in the Life" Demo. A developer's full workflow inside Ultimate: plan an issue, open a merge request, watch the pipeline run SAST, DAST, SCA, and container scans, review findings, ship to production. One workflow. One tool. One set of logs.

  2. Customer GitLab Success Stories. Customer engineers walked through their own pipelines and their own results. Peer-to-peer, built on real mission work. The part no vendor can replicate.

  3. Security and Compliance Workshop. The deepest session of the day, and the one attendees had flagged as their top priority in the pre-event survey. Three hours on SAST, DAST, SCA, fuzz testing, vulnerability management, SBOM generation, security policy management, and compliance framework enforcement.


What GitLab Ultimate Actually Delivers

Most buyers know GitLab as a source control and CI/CD tool. That is the entry point. Ultimate is the tier that turns it into a full DevSecOps platform. Here is what the Ultimate license unlocks, and why each piece matters for federal software teams:


  • Static Application Security Testing (SAST). Scans source code on every merge request for vulnerabilities before the code ever ships. Developers see findings inside the merge request, not three weeks later in an email from security.

  • Dynamic Application Security Testing (DAST). Tests running applications against known attack patterns. Catches what SAST cannot.

  • Software Composition Analysis (SCA) and Dependency Scanning. Every open-source library in the pipeline is checked against known CVEs. This is where most federal supply chain risk actually lives.

  • Secret Detection. Blocks API keys, passwords, and certificates from ever reaching the repo.

  • SBOM Generation. Produces CycloneDX-format Software Bills of Materials automatically. This is no longer optional for federal software. EO 14028 made it a requirement.

  • Vulnerability Management Dashboard. A single view of every finding across every project, with triage workflow built in. Replaces the spreadsheet-and-email model most teams are still running.

  • Security Policies and Compliance Frameworks. Enforce approval rules, scan requirements, and compliance controls at the group level. Map them directly to NIST 800-53 or CMMC controls.

  • Audit Events and Compliance Pipelines. Every action is logged. Every pipeline can carry a compliance signature. That is what federal auditors ask for.

  • GitLab Duo AI. Code suggestions, vulnerability explanations, and root cause analysis. Helps teams ship faster without trading off security.

Put together, Ultimate is a single platform that replaces four or five separate tools (SAST vendor, DAST vendor, SCA vendor, SBOM generator, and compliance reporting tool). That consolidation is the real cost story, and it is why the DoW is moving.
